Brunn Municipal Council: Resolutely decided on construction projects and election worker funds!

On November 13, 2025, the Brunn municipal council met and approved several building applications, which include both extensions and new buildings. Among other things, the expansion of an existing residential building on Forststrasse and the construction of a new single-family residential building in Eglsee, Hochweg, were approved. In addition, the construction of a two-family house in Brunn, Eichenweg, received approval. These measures are part of the adjustments as part of the new building code, known as “Bauturbo”, which passed the Federal Council on October 17, 2025. Municipality of Brunn reports that the municipal consent was given due to the changes in the building code, which means that the projects can be implemented quickly without being rejected by the district office.

Other approved construction projects include the modification of a garage in Brunn, Wiesenweg, as well as additions to a technical room and a hay storage facility in Kirchhof. A building application for a semi-detached house in Frauenberg was also announced in the approval exemption process. The community of Brunn expressed no objections to the change to the city of Hemau's land use plan, as no issues are affected. This development is in the context of the “Bauturbo”, which aims to accelerate regional construction projects by reducing some requirements and thereby simplifying planning and approval.

How the construction turbo boosts housing construction

The “Bauturbo” stipulates, among other things, that special regulations in the building code come into force for a period of five years. These include, among other things, the possibility of making deviations from building planning regulations, which enables living space to be created more quickly. The adaptation of § 246e BauGB allows the approval of additional apartments after a three-month inspection, while § 31 paragraph 3 BauGB allows an increase in residential development beyond the requirements of the development plan Haufe.

In addition, conversion protection for rental apartments in areas with a tight housing market was extended by five years. The government's “Bauturbo” draft aims to increase efficiency in housing construction, which is particularly important given the current decline in building permits, which stood at just 215,300 apartments approved in 2024, a decline of around 17% compared to the previous year. BBSR sees this decline as the lowest annual result since 2010, which affects both single-family and multi-family houses.

The reasons for these declining numbers are complex, but are related, among other things, to population development. Particularly in rural areas, despite the overall decline in the number of approvals, high levels of approvals for single-family homes are being recorded, while at the same time a sharp decline in construction activity can be observed in large cities. The eight largest cities in Germany issued almost 23% fewer building permits last year, which impressively underlines the challenges in housing construction.
