On October 17, 2025, the municipality of Barbing announced a new statute on the change ban in accordance with Section 16 Paragraph 2 Sentence 2 BauGB. With this step, the local council intends to secure the planning for the “school center” area. The decision on this was made at the meeting on October 7, 2025.

The enactment of the new statutes comes into force one week after the announcement and affects several properties in the Barbing district, namely sub-areas 77, 78 and their specific subdivision. These areas are included in the area of ​​application of the change barrier, which is bordered by Frühlingstrasse in the north, Rosenweg in the west, Lupinenweg in the south and Sonnenstrasse and Mohnweg in the east.

Content of the change lock

The change ban prohibits various structural measures in order to protect the planning in the affected area. According to the regulations, projects within the meaning of Section 29 of the BauGB are not permitted during the closure. This also includes significant value-increasing changes to land and structures that do not require approval, consent or notification. Exceptions are only possible if overriding public interests do not conflict with this. This decision is the responsibility of the building permit authority in consultation with the municipality.

It is particularly important that projects that were already approved before the ban came into force and regular maintenance work are not affected by this regulation. The previous use also remains unaffected. The regulations on blocking changes do not apply to projects that are located in a formally defined redevelopment area or an urban development area and where approval is required in accordance with Section 144 Paragraph 1.

The statutes on the change ban can be viewed during the general opening hours of the Barbing community, Kirchstraße 1, room 5. The statutes are also available on the municipality's homepage in the area Town Hall - Local Law - Statutes/Ordinances.
