The municipality of Thalmassing provides information about current changes in the residential building at Peuntweg 7. As was announced on September 4, 2025, there is no longer a residential group for unaccompanied minor foreigners there. Currently only three unaccompanied adult foreigners live in the facility. Despite the closure of the residential group, the property remains rented as accommodation by the Regensburg district office.

In the future, the district office will provide information about the continued occupancy of the residential building by adult foreigners. Situation of unaccompanied minor foreigners in Germany

The situation for unaccompanied minor foreigners in Germany remains tense. According to a federal government report, to which bundestag.de refers, a total of 22,004 foreign unaccompanied minors were living in the care of child and youth welfare services as of June 30, 2025. This marks a decrease compared to previous years, but remains above 2021 numbers.

A central aspect of the challenges that states and municipalities face is the lack of suitable accommodation options and skilled workers. Many unaccompanied minors are temporarily accommodated in hotels, youth hostels and hostels as standard accommodation requirements have been lowered in some cases. The refugee movements, particularly from Ukraine, have further increased the challenge.

Legal framework for unaccompanied minors

Unaccompanied minors are people who travel to or are left behind in the EU without responsible adults. According to information from bamf.de, these children and young people are initially taken into care by the responsible youth welfare office. During this admission, an initial screening is carried out to check the health and age of the minor.

The legal framework is clearly defined. Special requirements in the asylum procedure apply to unaccompanied minors, particularly with regard to the best interests of the child. They must be represented by a guardian until they reach adulthood, and the asylum application must be submitted by the youth welfare office, the guardian or an additional carer. In 2023, 15,269 unaccompanied minors submitted an initial asylum application, more than twice as many as in the previous year, which underlines the urgency of the current situation.

The realities of life for unaccompanied foreign minors are complex and require a comprehensive consideration of the legal and social framework. Given the ongoing challenges in accommodation and care, supporting this vulnerable group remains a social task.
