On November 10, 2025, the local council of Mintraching decided to draw up the “Rosenhof Ost IV” development plan. This is done as part of an accelerated procedure in accordance with Section 12a of the Building Code (BauGB). The draft development plan was approved on this day, representing the next step in the region's urban development.
The affected areas are primarily located in field numbers 15/2, 266/5, 236/3 and 236/5 in the Rosenhof district. In the interests of transparency and the inclusion of the public interest, it was decided to involve the public as well as authorities and those responsible for public affairs.
Public insight and participation
The planning documents can be viewed at the municipality of Mintraching from November 21, 2025 to January 6, 2026 inclusive. The inspection takes place in the town hall, room no. 4, with a presentation by Mr. Weigert. The design times are Monday to Friday from 8:00 a.m. to 12:00 p.m., Monday to Wednesday from 1:00 p.m. to 3:00 p.m. and Thursday from 1:00 p.m. to 6:00 p.m.
If requested, the planning will be explained and there will be an opportunity to comment. Comments can be made in writing or on record during the entire interpretation period. This is in line with the requirements of the BauGB, which requires that the public be informed about the goals and purposes of the planning as well as the expected effects. This also includes children and young people, who are also part of the public.
Legal context and deadlines
According to dejure.org, drafts of land-use plans must be published on the Internet for at least 30 days, whereby alternative access options to the documents must also be provided. In this case, the municipality is responsible for the content of the information provided.
The notice of publication and the deadline for submission of comments are also necessary to ensure that all stakeholders have the opportunity to comment in a timely manner. Comments that are not submitted within the deadline may be disregarded, which further underlines the importance of adhering to deadlines.
This procedure corresponds to the modern requirements for digital and transparent land-use planning, which is supported by the law to strengthen digitalization in the land-use planning process and came into force on July 7, 2023.
