On September 11, 2025, the Kallmünz market town council decided to take a significant step to improve the town center. The establishment of a redevelopment statute for the “Kallmünz market core” was passed unanimously. This project aims to eliminate urban development problems and increase the functionality and attractiveness of the region. The grievances identified include the ongoing vacancy problem, traffic conflicts and the need for renovation of existing buildings.
One of the main objectives of the new statutes is the use of funding that is available to implement the necessary measures. The redevelopment area covers an area of 224,049 m². The current draft of the renovation statutes will be available on the municipality's website from September 22nd to October 28th, 2025. Citizens are invited to submit their concerns and suggestions in writing or on record during this interpretive period.
Citizen participation and deadlines
Statements submitted on time will be included in the decision-making process, while late objections will not be taken into account if the municipality was not aware of their content. In addition, the documents are also available for inspection in the building office of the Kallmünz administrative community, which is open at certain times on weekdays. Questions can be directed to the responsible specialist office.
According to the provisions of the Building Code (BauGB), the municipality has the opportunity to formally designate areas as redevelopment areas. This determination is made through the resolution of a restructuring statute, which, among other things, documents the specific deficiencies and outlines measures for restructuring. The period for carrying out the renovation should not be longer than 15 years; However, an extension is possible under certain conditions. These regulations enable targeted and effective rehabilitation of the affected areas.
Urban development funding as support
In order to financially support the renovation measures, around 790 million euros are available in the 2024 federal budget for urban development funding. This government funding is part of a comprehensive program that has existed for over 50 years and promotes sustainable urban development in Germany. The main goals include strengthening inner cities and town centers, stabilizing socially disadvantaged neighborhoods and sustainably improving urban development structures, especially in areas with functional losses.
The urban development funding programs include, among others, the “Living Centers” and the federal program “Sustainable Inner Cities and Centers” (ZIZ), which offers support to 220 cities and municipalities with up to 5 million euros per project. Those eligible to apply are cities and municipalities, which must submit funding applications to the responsible state ministries.
Overall, the measures taken by the Kallmünzer municipality and the extensive funding opportunities from the federal government show that sustainable urban development is also possible in small communities. The upcoming redevelopment statutes therefore represent a milestone in citizen participation and urban design and could make a decisive contribution to the upgrading of the town center.
