Citizens shape Hemau: New construction project on the Bleicher estate!

The “Caring City of Hemau” project is taking on further forms. The city is planning a construction project on the Bleicher property at Regensburger Straße 23. After the first phase of participation in the spring, in which the Bleicher property was identified as a promising option, the third phase of citizen participation is now starting. This runs from November 24th to December 7th, 2025.

Citizens are warmly invited to submit their ideas for the design of the Bleicher property via the online platform PUBinPLAN. Both surveys and discussions about various construction-related topics can take place here on an interactive map. A highlight of citizen participation will be a public event on December 4th, 2025 at 2 p.m. in the Hemauer Zehntstadel, for which no prior registration is required.

Citizen participation and participation

Over 400 citizens have already actively submitted suggestions for uses and their design for the new building project in the second participation phase in summer 2025. Mayor Herbert Tischhöfer promotes the Bleicher Estate location as ideal for the planned offering, which is intended to offer encounters, education, advice and health promotion. An integration of housing, support and care offers is planned. The city of Hemau is continuing to look for suitable locations for the construction project and has established several participation formats.

The PUBinPLAN platform supports this process by offering citizens, associations and companies the opportunity to actively incorporate their ideas and suggestions into the planning in several steps. Registration on PUBinPLAN is required for effective participation, which has also been simplified to make it easier for people without internet access to participate. Communication also takes place via Dr. David Rester, who is available as project manager for questions.

The context of citizen participation

Citizen participation in urban planning has proven to be crucial, particularly at the local level, where the impact of political decisions is directly felt by citizens and increases the desire to participate. Loud abes online shows that the population is increasingly willing to actively participate in political decisions and that citizen projects are often accompanied by resentment when they are carried out without a say. Transparency and participation are essential for the acceptance of such projects.

The complexity of the legal and financial requirements represents a challenge that requires participation processes to be tailored to the needs of citizens. Various methods of citizen participation, both digital and analogue, offer opportunities to reach all population groups and include them in the planning process.

Overall, the “Caring City of Hemau” project shows how important the involvement of citizens is for vibrant urban development. This participation is not only expressed in ideas, but also helps to actively shape future living spaces.

The contact persons are available to provide further information and to actively participate in the project and point out the various ways in which the population can contribute to shaping the Bleicher estate.
