From now on, citizens can have their passport photos taken directly on site in the Rehling municipal administration. This innovation is part of the adjustments to the requirements for digital ID documents that have been in force since August 2025. According to the new regulations, only digitally created passport photos are permitted when applying for identification documents; Paper photos are no longer accepted. The municipality uses the innovative passport photo device PointID from Bundesdruckerei GmbH to create passport photos. This system allows applicants to take their photo at the same location during an appointment, making the application process both safer and more user-friendly. The device is self-explanatory and guides users through the entire recording process. Alternatively, citizens can also receive a QR code from a photo service provider to retrieve the photo from the cloud.

The cost for a passport photo at the municipality is EUR 6. Please note that printouts of the photos are not possible; they can only be used for ID and passport applications. When using the PointID system, additional rules apply: It is not possible to take images with the device for babies and small children. For children up to six years old, it is recommended that the digital photographs be taken by a certified photo service provider.
Bundesdruckerei emphasizes that the PointID recording system has a modular structure and can therefore be used flexibly. It does not require a back wall and can be used according to local needs. These features make the admission process much easier and are suitable for people in wheelchairs as well as children, increasing accessibility. The application process is optimized through intuitive user guidance, which is particularly important in connection with the new legal requirements for digital photographs.
Legal framework
The law to strengthen security in passport, ID and immigration law documentation came into force on December 3, 2020 and forms the basis for the current regulations. Since May 1, 2025, only digital photos may be used to apply for identification documents such as ID cards and passports. Against this background, other cities, such as Neutraubling, have also made corresponding adjustments. There are two terminals with the PointID system available at the Neutraubling Citizens' Office, so that digital passport photos can also be created on site.
It is important to mention that photographs taken at the Citizens' Office via PointID may not be used for private purposes or transmitted to citizens. These provisions are intended to ensure data security and prevent misuse.
