At the public meeting of the Wolfsegg municipal council on November 13, 2025, which took place in the town hall, central topics regarding local development were discussed. The meeting began with a report on the funding options for the design of the village square, especially with regard to the building at Judenberger Straße 3. Mr. Schneider and Mr. Götz from the Office for Rural Development Upper Palatinate presented the current funding program for village renewal. This program provides support for measures such as the design of village community centers, space design, installations and the improvement of water management and village ecology. The current project funding for Wolfsegg is 44%, with the maximum funding for village renewal projects being 650,000 euros and 300,000 euros for buildings. The special “inside instead of outside” funding can even raise up to 1,200,000 euros for village renewal measures and 500,000 euros for buildings.
A self-commitment decision from the municipality is required and the application must be submitted to the Office for Rural Development. It is also required that the project planning takes place with citizen participation, supported by architects, and that the municipality takes over the pre-financing.
Expansion of the primary school and local elections in 2026
Another item on the agenda was the planned expansion of the Wolfsegg elementary school. The two supplementary offers were presented here, although the individual costs of the partial services have not yet been finally clarified. Therefore, the agenda item was postponed to the next meeting.
In preparation for the local elections in 2026, a proposal to introduce a refreshment allowance for poll workers was discussed. The Regensburg district has signaled that subsidies can be provided. The local council decided to grant a refreshment allowance of 50 euros for election officers and clerks and 30 euros for other election workers, with the result of the vote being clear with 8 yes votes and 2 no votes.
Applications and rules of procedure
Furthermore, an application from a Wolfsegger company to use the municipal coat of arms was rejected. There were no yes votes and 10 no votes in the vote. The local council also decided to change the rules of procedure that regulate announcements in the digital official gazette and analogue publication. This change was approved by a majority of 10 votes in favor and 0 against.
The meeting also provided information about decisions from non-public meetings. It was unanimously decided to sell a partial area of 30 m² at the standard land value and to buy back a property under certain conditions.
Mayor information and inquiries
The mayor invited those present to various events, including the St. Martin's Procession on November 14th and Remembrance Day on November 16th, 2025. He also referred to the citizens' meeting on November 19th and reported on the owner survey on vacant lots, in which only 8 of the 33 owners contacted received feedback without any intention to sell.
Finally, a few requests were dealt with, including the relocation of a dog waste bag dispenser on Judenberger Strasse, which was passed on to the administration. In addition, attention was drawn to the invitation to the senior Christmas party on November 30, 2025 at 3 p.m.
Funding for village development varies from state to state. In Germany, various programs are offered to support rural areas and their development, with the funds being made available through the joint task “Improving agricultural structure and coastal protection” (GAK). BMLEH reports that communities, community associations and various actors from rural areas are involved in research into support measures.
In addition, rural development concepts are supported nationwide. BMLEH emphasizes that integrated rural development concepts (ILEK) are supported and aim to secure rural areas as a place to live, work and relax.
