On December 8, 2025, Mayor Raffael Parzefall published a statement on the “Mühlfeld I” development area in which he countered Mr. Hetzenegger’s personal accusations. The development and implementation of the construction area is fully supported by the municipality and the mayor. According to the municipality's statement, the “Mühlfeld I” building area has been fully developed since 2021 and can since then be marketed and developed by the owner. Despite the positive developments, there are still some contractual details that have not been fulfilled to date.

The statement clarifies that the contracts laying the foundations for the construction project were concluded before Parzefall's term in office. The most important contractual obligations include the implementation of a restaurant next to the supermarket as well as compensatory measures that were requested by specialist authorities. In addition, the district committed itself to financial compensation for the development measures, although the municipality initially had to advance these costs.

Details about the construction area

The “Mühlfeld” development area includes a variety of housing options. The planning area is designed in such a way that a mixture of single-family homes, semi-detached houses and a modern and sustainable multi-generational residential park is created. This port city should not only offer apartments for families, but also for singles, students and barrier-free living. The planning area also contains a supermarket, restaurants, a medical center with day care and additional units for assisted living.

A significant aspect of this project is sustainability. The concept envisages the use of energy from solar power for heat and electricity, while at the same time various homes offer KfW-certified sustainability standards. Interested buyers have the opportunity to apply for a low-interest loan of up to €400,000, making home financing easier.

Relevant measures and outlook

In his statement, Mayor Parzefall also points out the community's support for planning costs for land use and landscape plans. The space created for these developments is not only important for the community, but also fits into larger strategies for sustainable urban development, as promoted by the Federal Ministry for Economic Cooperation and Development (BMZ). These strategies rely on an integrated approach and the involvement of all urban actors in order to use the development potential of cities for global climate and environmental protection and the reduction of social inequalities.

Parzefall describes the allegations, which are interpreted as election campaign strategies, as false and offers to clarify further questions in a personal conversation. The development of the “Mühlfeld” development area not only remains a central issue for the municipality of Thalmassing, but could also serve as a model for other cities that pursue similar goals in terms of sustainable urban development.
