PENTLING IN CHANGE: Wind power planning for a green future!

On November 17, 2025, the results of the last meeting of the Regensburg Regional Planning Association were published. The information is available on the Regional Planning Association's website, whereby the considerations of the statement from the municipality of Pentling can be found in the synopsis on pages 47 to 49. This session highlights the region's active efforts to adapt to spatial and regional management challenges and advance wind energy use.

The Regensburg Regional Planning Association was reconstituted after the local elections. District Administrator Willibald Gailler from Neumarkt i.d.OPf. was elected as the new chairman of the association. His team includes the first deputy, LR Dr. Hubert Faltermeier from Kelheim, as well as other deputies, including the district administrators Tanja Schweiger from Regensburg and Franz Löffler from Cham as well as Mayor Joachim Wolbergs from Regensburg. The previous association chairman, retired LR Herbert Mirbeth, was farewelled with appreciative applause.

Regional development and wind power use

In his speech, Gailler emphasized the growth of the region, which has increased by over 110,000 inhabitants to a total of 674,000 in the last 30 years. The main goal of the new association meeting is to further develop the region successfully and in a future-proof manner under the new challenges. An important point on the agenda is the rapid implementation of the state development principles in the regional plan, particularly with regard to the use of wind power.

At the last meeting, the changes to the Bavarian building regulations to control the use of wind power were also discussed. These changes will be presented to the newly appointed Planning Committee for consultation in the first quarter of 2015, which will bring attention to the relevant stakeholders in the region and set the direction for the sustainable use of wind energy.

Wind energy expansion in Bavaria

Bavaria is planning an expansion of wind energy, which is particularly important in the context of energy supply. The regional plan chapters on wind energy will be updated in all Bavarian planning regions. The regions are responsible for deciding on the areas that are suitable for wind energy expansion. Priority areas that are particularly suitable for wind turbines are determined and potential areas are identified, although specific turbine locations still have to be selected.

When planning, various factors must be taken into account, including wind strength, protection of residents, nature conservation, the landscape, monument protection and air traffic control. An extensive participation process is part of the update of the regional plan. Before a wind turbine can be built, a permit is required, which is checked by the responsible authorities. With the latest developments in the regional planning association and the focused focus on wind use, the Regensburg region shows that it wants to actively meet the challenges of the energy transition.
