Preparations for the upcoming local elections in Germany are in full swing. The elections for the local council and the first mayor will take place on Sunday, March 8, 2026. The municipality of Pentling has published a notice for the submission of election proposals. This information is available on the official website and can be downloaded in a PDF document. The framework conditions for local elections in Germany are set out in the Basic Law, in particular in Article 28, Paragraph 1. This requires the representation of the people through general, direct, free, equal and secret elections. All Union citizens residing in Germany are eligible to vote. This corresponds to the widespread model of the southern German mayoral constitution, in which the mayor is directly elected. The electoral procedures can have regional differences, which are anchored in the respective municipal regulations.
Electoral procedures and distribution of seats
The distribution of seats in the local council is based on the calculation method according to Sainte-Laguё/Schepers. The total number of votes for the constituency proposals are divided by the numbers 1, 3, 5, 7, etc. The seats are allocated according to the highest division numbers. In the case of equal claims to a seat, the greater number of votes of the person concerned decides, while in the event of a tie, the drawing of lots decides.
An example illustrates this procedure: A total of 47,502 valid votes were cast in a fictitious municipality with 7,000 residents and 20 municipal council seats up for grabs. The distribution of seats could look like this: The A party gets 9 seats, the B party 4 seats, the C party 3 seats, the D voter group 4 seats and the E voter group gets nothing. Such a result is not unusual and shows how diverse the political landscapes and election results are in the various municipalities.
Political diversity and eligibility to vote
Local elections are often dominated by local issues, leading to a greater propensity for voters to support smaller parties or civic initiatives. However, voter turnout is on average lower than in state or federal elections, which may be due to lower interest in local issues. The introduction of electoral procedures such as cumulation and variegation enables voters to distribute their votes specifically between different candidates and parties and thus promotes political diversity within communities.
However, suitable voter communities that are not considered political parties are also allowed to take part in political decision-making in communities. This can be crucial for representing specific interests and concerns of citizens.
The mayors are usually elected for five to eight years, although the exact term of office depends on the respective federal states. The upcoming elections in Pentling offer citizens the opportunity to actively intervene in local politics and thus shape the future of their community.
