The meeting of the Laaber market town council took place on January 19, 2026, which offered a comprehensive overview of important municipal projects and plans. Mayor Schmid presented a concept for the castle area together with the Neidl + Neidl office. This concept envisages various cultural uses, including an open-air stage, castle games, an open-air cinema, a historical castle festival, a museum as well as guided tours and a special castle app. Citizen workshops are also planned to better involve residents and take their opinions into account. A time frame for implementation should be well designed, without fixed deadlines from the integrated urban development concept (ISEK).
The meeting also included a presentation by Ms. Albrecht from Bayernwerk on current heat planning. The new heat planning law requires the creation of a heat plan by June 30, 2028. The necessary steps include suitability tests, inventory and potential analyses, a target scenario and an implementation strategy. The first steps include setting up a project structure, exchanges and data collection.
Construction project and land use plan
The approval of certain planning applications was also an important issue. This included the construction of a new tack room and a horse shelter in Ziegelhütte as well as the renovation and conversion of a residential building in Endlfeld. Furthermore, the 8th amendment to the land use plan was approved on January 19, 2026 after public participation was carried out again due to insufficient environmentally relevant information, but no comments were received during the participation period.
Another resolution concerned the preparation of the development and green space plan for the fire station. Here too, public participation was repeated without any statements being made. The resolution on the statutes was also passed on January 19th.
Public transport adaptations and financing
A report on rail replacement transport (SEV) provided information about the relocation of stops in Laaber. The new stop for Regensburg is at Mühlwiese, while the stop for Beratzhausen is at Hademarweg 1. In addition, approved resolutions were announced, including the extension of a loan for 10 years at an interest rate of 2.85% and the purchase of a replacement vehicle for the Laaber construction yard with a gross value of 46,707.59 euros.
The meeting also covered the community forest and plans to harvest timber in the Brunner Au, using horse-drawn horses. Plantings of silver firs and European beeches are also planned. For urban development measures, the Laaber market received 7,591.00 euros for replacing windows in the Waldetzenberg sports center as part of urban development funding.
Focus on funding applications
The committee for the regional budget was also formed, with Mr. Tischhöfer as chairman. In addition, a grant application from the Laaber parish for the branch church in Endorf was processed. A set of rules for church buildings was adopted, which provides for funding of 5% of the construction costs for church renovations without architectural or personal contributions. Finally, the Hubertus Bergstetten shooting club submitted an application for funding for a new shooting home amounting to 10% of the construction cost of 700,000 euros, with the Laaber market providing loan guarantees.
