The old paper driving licenses are gradually losing their validity. This applies to gray and pink driving licenses as well as older credit card driving licenses. By 2033, all driving licenses issued before January 19, 2013 must be exchanged for a new, forgery-proof EU driving license. The mandatory exchange takes place over several years in order to avoid waiting times and overburdening the authorities. Holders of paper driving licenses born in 1971 or younger are currently asked to exchange their driving license by January 19, 2025.
Deadlines and application submission
Anyone who still needs to exchange should submit an application to the district office's driving license office early on. This can be done in person or online. Opening times are Monday to Wednesday from 7:30 a.m. to 11:30 a.m. and from 1 p.m. to 3 p.m., Thursday from 7:30 a.m. to 11:30 a.m., in the afternoon by appointment only. On Friday the driving license office is also open from 7:30 a.m. to 11:30 a.m. If you want to avoid waiting times, you can book an appointment.
Mandatory exchange
Once the exchange period has expired, the old driving license will no longer be valid. Anyone who continues to drive with the old driver's license risks being fined. A health or other test is usually not required. The exchange is purely administrative. The old driving privileges will be converted into the new driving license classes. The newly issued driving license is limited to 15 years, but the driving license itself remains unlimited.
Necessary documents
Some documents are required for the exchange. This includes your passport or ID card, a completed application form, your old driver's license and a current biometric passport photo. If the old driver's license was not issued by the current authority of residence, a copy of the index card is required from the original authority. The exchange costs around 25 euros, plus the cost of the biometric photo.
Voluntary exchange
Driver's license holders who do not yet have to exchange according to the step-by-step plan can do so voluntarily at any time. Further information is available on the websites of the Regensburg district and the Federal Ministry for Digital and Transport.
