Building planning under the microscope: Changes to the Laaber land use plan!

On December 3, 2025, the announcement of the 8th amendment to the Laaber market zoning plan will be published. This is carried out in accordance with Section 3 Paragraph 2 of the Building Code (BauGB). The design was approved by the Building and Environmental Committee on August 25, 2025. The publication includes the draft and the associated justification and will take place online on the official website of the Laaber market, where it can be viewed from December 3, 2025 to January 9, 2026. The draft plan is also available for inspection at the municipal administration, Jakobstrasse 9 in Laaber, Monday to Friday from 8:00 a.m. to 12:00 p.m. and Thursdays from 1:00 p.m. to 6:00 p.m. Laaber market informed that statements can be submitted electronically to bauamt@vg-laaber.de or in text form to the administrative community. Timely statements are necessary in order to be taken into account in the decision-making process.

As part of the environmental assessment, numerous aspects regarding the possible environmental impacts were assessed. The environmental report shows that human health is influenced by noise emissions from traffic and agriculture, but no negative effects on residential buildings within a distance of 200 meters were found. Although there is little impact on the plant and animal population, no protected species have been identified in the planning area. It is also pointed out that around 80% of arable and fallow land is sealed, which changes the natural soil structure. The water's percolation capacity is low, which means that rainwater cannot drain away. Berlin.de adds that the environmental impacts can only be described in general terms and detailed statements are only possible within the framework of the binding land-use planning.

Environmental impacts and measures

To assess the environmental impact, the environmental report includes various elements, including an inventory of the current environmental status and forecasts of the development of the environmental status, both when the change procedure is implemented and when the change procedure is abandoned. Planned measures to avoid, reduce and offset adverse impacts are included in the report and alternative planning options are also presented. Planning aids Bavaria also points out the need for a monitoring concept to monitor the significant impacts of the land use plan on the environment.

The publication is accompanied by environmental statements from authorities, including the Bavarian State Office for the Environment and the Regensburg Water Management Office. Data protection concerns are handled in accordance with the General Data Protection Regulation (GDPR) and the Bavarian Data Protection Act (BayDSG). Reference is also made to the right of collective action for environmental associations: Objections must be raised within the publication deadline. This comprehensive information and procedures are designed to protect environmental concerns and promote public participation.

Finally, the announcement will be signed by Hans Schmid, the First Mayor of Laaber, on December 3, 2025 - a step that offers citizens and interested parties the opportunity to actively participate in the planning and decision-making.
