Strong together: ILE Jura-Tangrintel presents its future plan!
With the presentation of the “Integrated Rural Development Concept” (ILEK), the Jura-Tangrintel Integrated Rural Development has embarked on a promising path to jointly overcoming future challenges. The nine communities involved - Hemau, Beratzhausen, Brunn, Deuerling, Duggendorf, Holzheim am Forst, Kallmünz, Laaber and Painten - joined forces in December 2024 to pool the region's strengths and specifically address weaknesses. This reports hemau.de.
The idea to found this ILE came about in March 2025 during an event in Velburg. Mayor Herbert Tischhöfer von Hemau and his colleague Matthias Beer from Beratzhausen initiated this valuable collaboration, which is supported by the Office for Rural Development Upper Palatinate (ALE). “Overcoming future challenges together” is the main goal, especially with regard to the energy transition, climate protection and strengthening rural areas, such as regional-fit.de reported.
Strategic basis provided by the ILEK
The ILEK represents the strategic basis for inter-municipal cooperation. It analyzes the strengths and weaknesses of the region and formulates concrete goals and measures that are intended to enable the communities to develop far-sightedly. This concept was developed over a period of ten months with the participation of mayors, workshops and public online participation. The Munich planning office CIMA presented the results at an inter-municipal meeting.
Six central fields of activity of the ILEK have been defined:
- Zusammenarbeit in kommunalen Angelegenheiten
- Landschaft, Landwirtschaft und Ökologie
- Ort- und Innenentwicklung
- Mobilität und Grundversorgung
- Soziales und kulturelles Leben
- Freizeit und (Tages)Tourismus
A catalog of measures already contains initial suggestions, including the establishment of an inter-municipal equipment pool for building yards, the creation of new public meeting points and closing gaps in the cycle path network. The ILE Jura-Tangrintel office will be based in Hemau, where Mayor Herbert Tischhöfer will take over management for the next three years. He succeeds Matthias Beer, who led the ILE in the initial phase.
Outlook and significance for the region
The founding of the ILE Jura-Tangrintel is a groundbreaking step for the region, as it is the first of its kind in the Regensburg district and the third founding this year. There are now almost 1,200 communities throughout Bavaria, which are grouped into 132 ILEs. In the Upper Palatinate there are a total of 14 ILEs, which represent an important element of rural development. freiraum-zum-leben.de highlights that such integrative approaches aim to improve the quality of life of citizens through strategic development goals and measures.
The mayors involved are united in their anticipation of the upcoming collaboration. The measures will be implemented in different parts of the ILE area depending on regional needs. The community representatives of the nine municipalities are optimistic that the joint ILE Jura-Tangrintel roadmap will enable positive development for the region.
