Neukirchen b. Holy Blood: New photovoltaic project is taking shape
In a recent meeting, the market town council of Neukirchen bei Hl. Blut took a significant step towards sustainable energy production. On July 1, 2024, the decision was made to establish the land-use planning of a special area for the construction of an open-space photovoltaic system called “Hochstrasse”. This decision is part of efforts to promote the use of renewable energy in the region and reduce dependence on fossil fuels.
The meeting, which took place publicly, not only resulted in the decision to draw up the development plan, but also the approval of the drafts, which were already drawn up on May 2, 2024. These drafts contain important documents such as the project and development plan, the green area and an environmental report. These documents are critical to ensure that all aspects of the project are carefully considered.
Public participation and legal framework
A central component of the process is the early participation of the public, which is provided for in Section 3 Paragraph 1 of the Building Code (BauGB). This means that citizens have the opportunity to actively participate in the planning process and express their opinions and concerns. In addition, the authorities are involved in accordance with Section 4 Paragraphs 1 and 2 of the BauGB to ensure that all relevant bodies are included in the decision-making process.
The land use planning is carried out in a parallel process in accordance with Section 8 Paragraph 3 of the BauGB, which means that the changes to the land use plan and the development plan are processed at the same time. This is intended to ensure efficient and transparent planning that complies with legal requirements and at the same time takes into account the interests of the community.
